If you wonder why there is a speed boat, I have no definite answer for that. The boat should be of the dam management and I speculate that one of its functions is to ferry people to the “luxury” house built on the small lake island that you can see it at the end of video (there is a blue color roof-like structure covered partially by a clump of shrub).
